The circumstances of this are still unclear. Seemingly fishermen at the Maledives sometimes - but rarely - use the fins of mantas entangled in thir nets as bait for other fish. This of course does not make the whole thing less disgusting, but would mean that is a rare incident, not an equivalent to shark finning. Nevertheless, www.sharkproject.com is dealing with it, trying to get an impression what happened and taking further steps if necessary.
