It's illegal.

You might see some locals doing it from shore, but they will be teenagers with really crap gear ie. not a problem having it confiscated should the cops catch them.

There are some wealthier locals with boats who go out spearfishing, but these are the types of people who can handle having their expensive gear taken and can pay a fine.

I think pole spears are allowed but Mauritius has been heavily fished out so think twice about adding to the problem.

u awakened my curiosity regarding the prohibition of speargun in the Island of Mauritius. So I went digging on mauritian websites facebook users..etc...now this is by no means a definitive conclusion.
Fish stock depletion according to the mauritian folks I sopke to mention 2 main reasons. 1
1. Dynamite and the destruction of fish habitat in the 60s, 70s, and 80s.
2 Illegal fishing nets and its use in the spawning season of fish.

Spearguns was outlawed in the 80s because the authorities needed a fall guy and spearos were there.
 
Yep, I think you can also add pollution from the textile manufacturing industry to that list.

However, having seen how locals spearfish in Mauritius and in places like Tanzania I can see why they banned spearfishing. These guys wipe out everything: rays, angel fish, PUFFER FISH!, anything that moves. Unfortunately these bans don't stop these guys from spearfishing. All these laws do, is stop the tourists and wealthier locals who would pay for licences and pump money into tourism and marine conservation from participating.

But after seeing what these guys are doing to the sea life in these places, the last thing I feel like doing is spearfishing there. In places where spearfishing is allowed and marine resources are reasonably well managed like in South Africa, I'm always keen on spearfishing.
 
I also discovered that the island adjascent to Mauritius La Reunion is open to spearfishing but the shark attacks are on the rise last year 6 hmm...u have obviously spearfished in the indian ocean, where else would u recomend 2 look 4 some spearfishing action...

South Africa is v good too! But conditions can vary a lot and completely prevent any kind of spearing...bad viz, wind etc. Mozambique is a more stable option with big fish...Norway is very good too! :)
 
So far of all the Caribean countries I have been to, Cuba is my fav...excellent visibility, abundant and healthy fauna....non agressive sharks..except for the big bull who r just fearless....even tiger look from a distance n rarely approaches...Not sure how good the visibility is in Norway..
