According to my OS map these beaches are open to the public when there is no live exercises being carried out here. As I dont live too close to the area to is there a way I can tell if there open without travelling all the way down to check the flag?

Generally they are closed during the week and open at weekends . During school holidays they are open during the week as well. There are the odd exceptions to this during the year( dates are detailed on their website) - you can dive west of Lulworth Cove anytime of the year

And you will be told, possibly verbally abused that you cannot spear at Kimmeridge by some people there notably scubbie's holding a sack of scallops.
This is not true as it is a Voluntary Marine Reserve, however, for the better part of valour, be prepared to stand by this statement, keep your cool and not get drawn into further debate by walking/swimming off.

How much of the bay is including in the reserve? Does it inlude Hobarrow Bay just round from Broad Bench do you know or does it stop well before Broad Bench?

It's an odd and seemingly ill-defined reserve. I am told anglers are welcome there. Fishing boats (anglers, spearos and even small trawling boats) launch from there. I wonder if the intention is simply to bar commercial fishing/potting? Or perhaps they are simply making a virtue out of necessity - it's not a great place for commercial fishing because it is often very shallow and rocky, and so difficult to access - so they have a visitor centre, museum and "snorkel trail" there (quite enterprising really).

The quaint village cafe passed on the way in is usually closed or offering limited only service whenever I have visited - disappointing.

I've been many times in Worbarrow Bay with some people here in this forum and we never had any problem. You can get changed in the parking and have a walk to the beach is a good place but careful to the currents at the end of the rock at left hand side, there are lots of bass and mullet and the water is quite shallow.
