What is the score re. mooring in an estuary? Can anyone put a mooring down. Any ethics (such as having your great grandparents buried in the local grave yard rofl ..)

Not sure what the Law says, but in my experience there is usually a local boat owners society or club who regulate moorings. Id say if there are other boats moored- there is probably some club or some regulator. If its some tiny creak or backwater and yours is the only boat then you'd probably be ok to just put your own down.

In Milford Haven where our boat is moored a local owners soc exists and i think we pay ten quid a year for the pleasure ( someone checks the moorings every now and then and usually rescues your boat when the mooring chain breaks! ) other than that the payment help out with school trips or community projects in the village.

If you do put down your own- make sure its secure and suitable for the boat you intend to attach.... Big block of concrete dug into the ground and buried, a heavy ground chain (bottom) 5m, lighter top chain 8-10m 3/8ths chain with a rope for the last few metres to the boat and bouy . Thats for a 17ft boat.
