new innovative oil-pneumatic speargun

All pneumatic spearguns are oleo-pneumatic. This gun seems to not have a very powerful shot given the first two shots we see, although the third flies a bit further. Seems to be something like the Arbalete Pneumatico in terms of a barrel sitting above the tank, if that is a tank. As the spear came forward a few centimetres after being shoved down the barrel the gun may use a valve operating system. Near the end of the video the spear was easily pulled out, then dropped back into the barrel and then a shot was fired, so something is different.

The silver lever on the left hand side of the grip appears to be a power regulator which may explain the weaker shots.

The speargun is loaded at low power for demonstration in the air.
the lever you see is for the power variator.
The professor says there are only three Orings, and they could be reduced to two with some modifications.
As you can see from the pictures it is a modified commercial arbalete, putting over the barrel where the arrow flows.
