Trying to figure out where to obtain some odds and ends.
1) A torus. It needs to be about 2 feet in diameter. The materials diameter should be as small as possible provided that when weight is applied to it at a number of evenly spaced points it should be able to bear a load. I was thinking that aluminum would the material of choice. Solid bodied as it needs to be immune to pressure.
2) A device that can be staticly affixed to one line while allowing another load bearing line to pass through it. The device should at all times automatically prevent the load bearing line from passing unless a release is depressed. [A line brake?] [Seen some rapelling gear that might work, but I don't know how these things work underwater]
3) Submergable one way valves.
