As per my knowledge pneumatic guns are forbidden (seller in fishing shop told me), only manual spears. And license is mandatory.
Police is looking for those who dive close to the beach (even a bit out of official beach border). I've seen how policeman caught the diver with the spear.
Thats for answer. Thats very strange... I live in Ireland and we have also pneumatic gun forbidden, but the reason is that in Ireland all weapons (air weapons also) are forbidden (or limited, for example airsoft is only 1 Joule).... I could not find anywhere else information about the Spain that pneumatic guns are forbidden, how can I make sure? I was checking RUssian net and English net, no sign.... I had exactly the same issue with the size 
I've called to the fishing shop before the trip and they told me it's forbidden.
You may check the reasons directly in department which gives licenses.

I just found Spanish forum, and I translate it with g translator. Looks fine. There is no logic in that pneumatic in Spain is forbidden.... we need more information.
