Yes you need a fishing license with an ocean enhancement stamp. When you get your license go over the laws for, Size limits, take limits, and what you can and can't shoot. Once you know what you going after have fun fishing!
You can usually pickup a copy of the regs for free when you get your license. It's worth at least scanning them, even if you are familiar with them. This link is helpful too:
