I have no real proof but i have been hearing more and more rumors about a "non-resident" fishing ban occuring here (where i am) on Guam. Does anyone else have input on this. I have been told (here-say so far) that if you cannot prove your heritage back so odd many generations that you will not be allowed to fish here. With no scientific evidence to support a necessity for this ban dare i call it an issue larger than just fishing. Anyone care to share?

I can only imagine who the self serving individuals are that originally proposed that one. Land trust issues cannot be resolved here, nor can the problem with schools being poorly managed and shut down. There are no conservation measures taken here, no fishing licenses, only some preserve areas. I doubt that any ban for non-natives would ever fly.

Being a native is irrelevant.....it will always be about who tax payers are, not just because you are originally from somewhere. Legislation is largely taxpayer driven.

This is still a U.S. Territory.

Besides, what if you could prove that you are a desendant of a WW2 era veteran (a liberator), would that grant an exemption? Just playing devil's advocate with that one.

That proposal seems to be not very well thought out and self serving.

What about the impact on tourism and the charter fishing businesses?

I don't think this will ever happen.

See you soon on the water. :)

Have you tried talking to the guys at the Co-Op? They could tell you better than anyone most likely. I dont think it will ever happen either, Just think of all those Japanese tourist dollars that would not get spent! Maybe they (GovGuam) could try some regulation and conservation before talking about such extreme things.

Fishimani, were you out by the rope swing last week at sunset? I was on the blue and white boat out there wakeboading. We were looking out for you if so.
See you in the water.

I don't think any law will ever pass. There is too much opposition and many residents would not support it.
