Should we pull the rope up while the freediver is still underwater?

I voted for pulling up for all cases above if there is a safety reason. IMHO freediver's life has way higher priority than some sport achievement.

Safety first of course, but how can you tell if you are helping or not the freediver performance by pulling the rope?

You mean the situation where safety system is released but diver managed to get himself to the surface without help of this safety system. Well hard to decide. Depends on situation. For me it would no problem to mark each attempt where safety system was released as fault one. For example it would be my fault if I'm way behind my announced performance time.
Well let's see what other people will think about it.
