regulation/law spearfishing in Mediterranean and Black sea ?

Hello,

Does anyone can advise, what regulation, law for a spearfishing are in Mediterranean sea and Black sea, please?

I like to dive in Croatia, but Bulgaria or Italy might also by the option, as we don't have a sea in my country.

I am also thinking what kind of spear-gun, could be good for a beginner, I am trying to get all information possible how to start, and be prepare for season.

I found some info for Croatia, and Italy, even they are bit outdated:

seems that in Croatia you need to have a licence, and isn't that cheap and easy to get one.

Unfortunately so far I didn't find anything about Bulgaria.

Malta

Need a licence to hold and use spear. Not allowed to use from dunset to sunrise or with scuba.


Licence can be obtained from Police HQ - Valletta. Do not go to local stations regardless what police officers tell you... I was ping ponged 7 times and allowed to leave the stations with an unlicenced weapon (even after I made them aware of the legal situation - only in Malta). The Weapons office staff are friendly and also into diving

in Bulgaria:
Spearfishing license: You don’t need any license for spearfishing in the Black Sea. The same applies for locals and foreigners. Spearfishing in inland water (lakes, rivers) is banned.
Restrictions: Only freediving method of fishing is allowed. Spearfishing at night is illegal. Caught fish can not be sold. When spearfishing you must use buoy that is connected to your body to signal your location. There is a daily limit in weight of 3 kg caught organisms and one single organism over 3 kg.
Restricted areas: In Bulgaria it is forbidden to spearfish in ports, freshwater mouths and military objects.
Protected fish: Species totally forbidden for spearfishing are Sturgeon, Beluga. Seasonal protected species are:
Black Sea Turbot (Psetta maxima) – for a period of 45 to 60 days usually starting from May 01. The timeline of the ban is published in an act by the environment ministry every year. In the rest of the year there is a limit of one turbot per day per spearo.
It is also forbidden to catch fish smaller than:

(Mugil soiuy) 30 cm
(Liza aurata) 25 cm
(Liza saliens) 22 cm
