regulations on what a spearfisherman can/cant do

hi,
i am just after reviving my first spear gun and am wondering before i go out catching fish i would like to know what the rules and regulations are on what fish i can catch as well as what size of the ones i can catch. i am also wondering does anyone know where the best place to go spear fishing as a beginner in the sligo/ south donegal coast.

ohh i no that im just wondering in terms of bass size and what shell fish i can collect aswel as crab and lobster size
