Repairing Torpedo Bouy .. what do I use?

Thread Status: Hello , There was no answer in this thread for more than 60 days.
It can take a long time to get an up-to-date response or contact with relevant users.

Have a 5mm small tear in a sporasub dive bouy.
Have tried puncture repair kit for a bike, but it dosn't stick / peels off.

Will anything stick? Its 1 of the cheaper single skin bouys. thanks!
 
I may well be wrong but I think that glue for joining waste water pipes will work but I'm pretty sure it will
