Greetings fellow addicts!

after about 7 years in So Cal and So Fla the rubber on my Russian-made fiberglass monofin started disintegrating (pictures). What is the best rubber compound to layer on top of the gooey mess to cover it up while preserving the hydrodynamics? Is there a how to?
