San Diego Shore Dive Spots

I'm new to spearfishing, but I wanted to try it for several years. I live in SD right now. Are there any good/decent shore dive spots you guys can recommend in SD area? Do I need a fishing license?
 
I'm afraid that I live in San Clemente and can't help a lot, but I know guys get some big white sea bass swimming out to the kelp from Boomers. If you have a kayak or inflatable, you can launch at La Jolla Shores and go out to La Jolla kelp.

You definitely need a fishing license with an ocean stamp.
