Question setup bottom weight safely?

i'm wondering about a situation which is,
when i have to deploy the freediving buoy with rope and bottom weight in the area where scuba divers also appear,
is it proper to place the bottom weight right at the seabed (which will not affect scuba divers' safety)???

because i've heard a few cases that some scuba divers are sensitive to those bottom weight
and they assume that the tides could push the bottom weight and hurt them...

does anyone aware of this possible situation?
 
As long as you don't drop the line through a cloud of scuba bubbles and risk dropping the bottom weight on top of them you should be fine.

In the bay in dahab we'd drop up to 10 lines across a scuba path at various heights above the bottom, the tide could swing us around over 75m in 5mins and there was never any issues with the scubbies safety..

At slow scuba speeds, swimming your head into a bottom weight isn't so bad anyway.. so not much can go wrong.
 
Also along what Nathan has said, before you drop the bottom weight you must check first if their is any bubbles in the water around you if you want to add an extra safety to the SCUBA buddies....
