Hey Glen,
the situation is somewhat confused/-ing on spearfishing in Thailand. You sometimes find spearguns for sale, unlikely that you'll find one to rent. Your best bet is to talk to the local fishermen. Some of them go out for some spearfishing at times and are usually happy for foreigners to come along for a share of fuel for the boat or such.
I haven't been spearfishing here myself (too busy teaching..), but some friends have reported that that's what they did.
