Spearfishing in April in Genoa surroundings

Hello everybody,

I am planning to come for spearfishing in April from 3d till 6th. Can anyone recomend some spots round Genoa to go for spearfishsing without boat at that time? Also if anyone wants to join me, welcome. I'll go from Stuttgart, Germany. Also do I need to by any licenses for spearfishing? And if someone have some advices on that topic please share.
