spearfishing in Central Amer

Hey all
I am leaving shortly for a trip down to Panama overland. I will drive the length of Baja and ferry across the Sea of Cortez. Due to time constraints I will only be able to make a couple of stops in Baja. Which are the top locations for spearfishing? Also what are the rules regarding spearfishing in the other countries of Cen Amer? I have looked everywhere for the regulations but can't find them. Any favorite locations? I appreciate any replies.
