Spearfishing in Morocco?

Hello,
I'm relatively new to spearfishing, but I really enjoy it. From 12.07 to 26.07 I will be in Agadir, Morocco. The questions I am interested in are:
1. is it necessary to take out a license and how can I organize it
2. Are there certain bans on hunting certain fish
3. I have 2 harpoons 85 and 115 cm. Do I need both, or is it better to just have the small one this season?
4. Which wetsuit is better to get 5 or 3 mm
5. Recommendation for places around Agadir where there is more fish
