Spearfishing location restrictions?

I'm new to the forum and spearfishing in general. Really enjoy the variety of knowledge and expertise here.

I live in San Diego. Question is, how do I know where I CAN and CAN'T spearfish? I can't seem to find info online.

One of my big concerns is, is there a guideline to how far away from swimming and surf areas we need to be when spearfishing?
