Id just mark them fishing gear leave them in a pvc pipe dont worry. I do know the rules are strict in malaysia towards spearfishing when i was there i was just freediving but i asked a few diveshops they claimed i required a license for the speargun itself or had to be a citizen. That being said its from a diveshop so they may have been trying to scare me away from taking fish.
