Stray dogs used as live bait at shark fishery

I wonder if any of you folks out there would like to take the time to take a look at and sign this petition? If you click on the link it should take you to a very short video clip. These fishermen, on La Reunion, are not only shark finning but grabbing stray dogs off the street, ramming fishing hooks through their upper jaws then trawling them behind boats as live bait for the sharks that they hope[to catch and fin. Please help stop this cruel practice. See below.

you to put an end to the acts of cruelty perpetrated towards many stray
dogs on the island of La Réunion, these dogs being used as living bait

I always heard that dogs were the best bait for sharks.
any idea which ones work the best?
BTW any shark that is caught using a mammal for bait is not eligible under IGFA rules.
