You can often find used D3's on eBay, but D3 and Mosquitos were not too reliable, hence you never know how long they keep working, especially at second hand ones. Without any warranty it is always a risky purchase.
With a low budget, I would rather suggest buying a new cheap computer like for example the Ocaris Dive-Time (alias Attitude Dive-Master, alias Omer MK1). Sometime you can find them new for below $50. The disadvantage of this particular watch is that it does not show surface time, but you cannot expect all at this price.
Another option are numerous watches with a gauge from Seiko, Citizen, or other manufacturers. Or Timex Helix DM. Often available on eBay for some $20 - $30. They don't have all the functionality of a D3, but will give you the basic info.

Ebay - Buy using paypal. Test watch. If faulty fill in paypal forms , easy claim for buyer. If returning item send recorded post or you may not get refund. Can lose cost of return postage but not a lot of a watch.
