SWB rescue techniques

How do you rescue a buddy that has just experienced a SWB?
Is CPR usually neccesary?
Does the victim usually wake up on their own if rescued quickly?
Is it possible to save the victim without having a boat or diving platform to pull the victim up on?

I like to dive from a 2 person kayak, and I am wondering what my chances would be of being able to recesatate/awaken my dive partner.
