Recovery breath is about increasing 2 things:
Increasing your blood pressure & oxygenation as quickly as possible. Packing is much too slow to get any pressure compared to the hook maneuver, there's few seconds when your BP & O2 are at the lowest and I don't think anyone could pack fast enough.
Plus, it's good to ventilate more than once, if you pack you can only take 1 breath & pack, then repeat which is much slower than just hook breath.
