my suit has become extermly difficult to put on. it used to fit perfectly but now i can barely get it over my bicep and shoulder region, using lube helps but it still quite hard. the local dive shop owner said that i could cut the suit where it is tight and sew in "strips" of neoprene, but i dont want to cut up my suit, is there a way i can modify it to fit or should i just buy a new suit?

I have never heard about a way to strech the noeprene so that it becomes in that 'out-streched' form. Anyway, if you could strech it, it will become thinner, and you loose the isolation.
So, I would have tried to fill in some extra noeprene. ( And then bought a new one if that didn't work)

Good luck!
