which fins for what?

Hi,
i have a small question to all of you:
Are harder fins better for constant weight and softer ones better for dynamic?
i don`t have much many to spend, but i want to have some fins wîth which i can do both things! so, shall i buy something between these posibilties?
my favourite one is the gara 3000, it is not as hard as the gara 2000 HF and not to soft like the gara 3000 LF!
