Yes there are some freedivers in the Seattle area. As far as courses go, there is a course that Performance Freediving runs periodically in Vancouver, BC. Check out www.performancefreediving.com
As far as hooking up with others from the Seattle area, check out the "Find a buddy" section of the forums.
