Anyone know the best place to dive 18 m in Vietnam?

Hi all, i am planning a trip to Vietnam in october and am wondering if anyone knew a really good place to dive approx. 18 meters deep as I am only qualified for PADI open water
One thing i really want to see is manta rays.
Any feed back will be appreciated thanks all!!!
