So I'm just getting started in freediving and my best static breath hold is only 2:15, but I noticed that my time when I blow all of my air out of my lungs first and hold my breath with 0 air is 1:40, is there a reason that these 2 numbers are so close and does anyone have any tips for increasing either

The main reason they are similar is that breath holds have a bit more to do with CO2 tolerance than o2 in your lungs (it can be more complicated than that, but it's not worth getting into). Exhale holds just get rid of the O2 from your lungs so it only makes for a minor difference.

As for improving your statics, exhales can actually be a good way to help with co2 tolerance. Iikewise co2 tables are pretty helpful. You can google how to do them, there are hundreds of different versions.
