I was reading a post about a guys recent pr and he said it was 4.15 static. What does that mean, does that mean he can hold his breath that long?

Yes, Static apnea is floating on the surface or weighted to the bottom in shallow water stationary for as long as you can.
Take heed of his situation and never try it alone. If he hadn't had someone there with him it could have very well been the last static he would do.
It's OK to Samba (near black out) or actually black out, but only if someone with the right training is there to watch you. It tests your limits. Most pool lifeguards (aren't you a lifeguard) don't have training in free dive rescue and don't know what to look for. People who black out during a static look like they are doing a really good static maybe even a world record. BUT by the time that world record times comes around it's too late.
So be careful and train safe.
