Cyprus, Corfu or Rhodes for shallow water spearfishing?

hello everyone :)

I am considering a relocation to Cyprus, Corfu or Rhodes and one of the aspects to asses is the quality of shallow water spearfishing;
1. Any clear best place of the three?
2. Is it even possible to hunt within 10m? of youtube it seems activity begins below ~20m.
3. Is having a boat a must or one can find locations and go from shore (far from public beaches and ports obviously)?

I was on Corfu (Moraitika/Mesongi area) about 15 years ago and was able to shoot a few bass and a mullet. There was a 'grass' on the sandy bottom and bass would hide there. Mullet was on a surface. All was pretty shallow. When I went to the deeper areas the only fish I saw worth shooting at was very modestly sized barracuda. Overall this area is very overfished. But the water around the rocks is crystal-clear and the surroundings are beautiful. For what it's worth.
