Diving in the USA: PR, USVI?

Hi,

I'm looking to go diving with a friend who isn't a US citizen and therefore might have visa issues going to a non-US location (doesn't want to bother applying for a visa). I'm in the eastern USA. What's a good relatively-nearby diving location in the USA?

Nobody talks about diving on Puerto Rico or the US Virgin Islands. Are those mediocre diving locations?

Water is in the 79F-84F year long and very clear.
In the USVI there are a lot of nice wrecks, pinacles,
in PR there are some very nice drop offs and islands that
are awesome diving.
