Emergency equipment for SCUBA divers

Hi, I haven't done much SCUBA diving (about 20 dives total, with Advanced PADI cert) but was wondering if there's such a thing as a transmitter/transponder that operates as an emergency beacon for scuba-divers in trouble? If so, what is it called? How can that even work if water absorbs radio waves?
A friend asked me if such a thing exists - I only know of an emergency beacon that floats.
Any info would be greatly appreciated, thanks.
 
I some divers use an inreach mini in a dive case. You have to take it out of the case to push buttons or send messages but I guess it's better than nothing if you are in trouble or surface away from the boat. It's designed to be clipped to your bcd.

We have one on the boat as a back up and the hubby had me buy a divecase and is trying to get me to take it snorkeling after a trip where it was rough /big current, late afternoon and I was dressed like a white cap. I've since got a bright orange rashy and a whistle but may just stick it down my leggings this winter, just in case I float off over the reef and he can't get to me.
