Fish bones, head, and other off-cuts (about 2 lbs)
1 onion, chopped
2 carrots, chopped
2 celery stalks, chopped
4 garlic cloves, minced
1 bay leaf

1 can diced tomatoes
6 cups water
Salt and pepper to taste
Fresh herbs for garnish (optional)
Rinse the fish bones and other off-cuts under cold water and pat them dry.
