I think Redl was in his mind when writing that.
From my perspective, you can be:
Current world champion
World champion
Former world champion
World record holder
Former world record holder
I think you could continue to describe yourself as a world champion freediver even once you're not the current world champion (though I'd prefer former), but you can't claim that title unless you actually won a world championship, as obvious as that may sound.
I also don't think you can claim to be a world record holder unless you currently hold it. Former WR holder is more honest.

I personally find this debate a bit pointless. I respect anybody who wins anything.
A champ will always be a champ because he worked hard for it and had the spirit for it. and that applies for all sports.
If somebody think he is better than a former world champion he can always go and compete. You earn your title, so you deserve to keep it.

When you set a 40-60m "World Record" because either no one or only a few people have had a shot at that discipline under that specific organization, do you really deserve it? Go look at the early records set under AIDA and FREE and you'll see what I mean. Obviously they needed to start somewhere, but to hold these first record holders in high regard is silly. Basically you are paying respect to someone for being old and having been in the right place at the right time.

I understand your point and yes I'll still respect those guys because they were pioneer, nobody at their time would think of going to 40m....I'm sure there is people faster than Hussain bolt but he made it, worked for it. I know some guys that spearfish to 50m but would never compete and the National record of their country is like 45m...now we are getting into a totally different topic where its about: opportunity, means, "balls" and a slight drop of madness..

If so, that'd be like saying that Jesse Owens was a crappy runner (wasn't he so much slower than Bolt?) and the roman legions were a crappy combat force (nowhere near the schock power of a modern army armoured division...).

Back on topic, roger that. You were talking about the earlier unimpressive AIDA records, now I understand. But the debate is still on. Those guys and girls can legally claim to have won a world championship. Like it or not we must conceed they're entitled, my 2 cents.
Ok so this is the question I have been asking:
If a new freediving organization comes along and Mr J Doe sets a 60m FIM world record under that organization, will you conceed that he is a world champion?
