Hi!!
In november the water temperature still at 21 grades. It's up to you, for me the best option is 5mm jacket and 3.5 trousers but i'm very thin and get cold very quickly.
Spearfishing is not allowed in the whole island, we have only eight zones. The best are in the north part and the worst (almost like a desert) in the south.

Trying to deside wether or not I should go for fishing or just freedive.
How are the zones? Is it easy to go fishing from shore? Is there a map of the zones somewhere?
Do the officials check for permits? (Seems kind of waste of money &time to get a 3 year permit &go to a doctor for few fishing days)

Yes, in all of them you can go from shore. November is the wahoo season, it's an incredible catch if you have the oportunity.
I have been spearfishing for almost 6 year and i have never be asked for the permits but it doesn't mean that they will not check it if they see you... I think it is not a matter to be worried about but you never know.
