For the past time [scuba]diving in Greece was restricted to certain areas. Strictly off-limit were sites of archeological importance, including any wreck of more than 50 years old. These restrictions are now lifted in a bid to promote diving tourism. Some requirements still remain, so do inform yourself well at local dive-schools or the port-police if you plan to dive previously off-limit sites.

Are their borders open?

Are their borders open?
The borders have never been closed, at least not to other EU countries. Quarantines were mandatory, but with tourist season starting the quarantines are being waved and less tests are being performed so to lower the number of infections to the media, painting the impression of Greece as the perfect holiday destination.

If you want to travel to the EU, do check official sites for info, as recent news was again confirming the conspiracy theorists with the news that only vaccinated people can enter from US and some other non-EU countries.

They successfully boiled the frog.
