Not to be too cheeky but.....
"Downloading" and "Installing" are 2 different kettle of fish. Two things to note here....
From the Sun Java Download Site:
1) Windows XP SP2 users: if you encounter an error, look at the top of this page for a yellow bar that reads "This site might require the following ActiveX control: 'Java Plug-in 1.5_01' from 'Sun Microsystems, Inc.'. Click here to install..." Click the yellow bar and choose "Install ActiveX Control..." to allow installation to proceed.

This means that you need a specific ActiveX control that M$ uses and which may have been capped by a "Security Patch Release" since ActiveX is known to be a hacker entry point....
The other thing is (I only know this because it happened to me), if you are using XP and you are not in the Admin group (PowerUser is NOT sufficient), it will pretend to install but really won't. In this case, you need to do the manual d/l and install too. The best place (that I have found) to download the file to is direct to the Desktop. It is easier to find then.
The other thing is that the error that you are getting is really rather odd. The file that is "missing" is NOT one of the "normal" files that gets built and kept by the installation. It is a temporary file (noted by the .tmp extension) that the Installer Package is using. This is HIGHLY suspect in my book. I would go for the manual d/l and install method in this case.....
