1) Cell & radio are fine. Don't waste money on sat because if the weather's really crappy it won't get through reliably.
1.A) Flares/gun, mirror, water, small first aid kit, package of hooks/line/sinkers/feather jigs, gloves, sunscreen, epirb (if'n you can afford one), inexpensive Midland handheld marine radio, extra batteries, bottled water, some e-bars & did I mention bottled water, all in a rapid egress dry bag (air inside will make it float).
2) On your boat have stainless wrap around installed on transom where kicker to go. Won't be much more than $200. You CAN mount it permanently but we always stowed (in heavy canvas case (see sportmansguide.com or cheaperthandirt for a surplus canvas case) & ready to go. Mount when needed. Believe me you can mount that little doover in 90 seconds --like when our old 85 hp Evinrude quit off the Port Aransas Pass jetties w/ fouled plugs (read: bad memory w/ good outcome). I would think a 9.5 - 15 hp is enough. Remember it's an emergancy auxillary motor. Run twice a year in a barrel to check out. Have a plastic fuel can full for use (add stabilizer like B-12).
3) Measure 3 times and cut/install once. Measure, ask a friend to verify & then ask nosey nieghbor same. Share your thought process. Sit & pretend you're gonna use it and then & only then install plate/wrap-around. Actually listen to input solicited.
Some danger of our sport with the nature of being on/in the ocean. No sense dancing in a thunderstorm naked & holding a lightning rod. I'm an Eagle Scout (and former USN). BE PREPARED!
