Hi Dave, spearing is not officially allowed here - especially in the Muscat area. But I have seen people going in on occasion and have never seen it being 'policed'. I'm sure you wouldn't have a problem shooting the odd fish in more out of the way areas though. Either from boat or shoredive.
Of course, there is lots of potential for spearfishing here. (Oman needs freedivers too!)

much as i had assumed, i'm guessing that the difficulty would be getting a speargun into the country, what types and sizes of fish are you seeing whilst free-diving???
