Orange flower like growth on buoys of spain

Hi. I'm trying to identify a growth on the underside of some buoys of the coast of Spain. They are just under the surface. Orange in colour. Flowerlike and slightly translucent. Have small trumpet like protruding forms. Measure approximately 5-10 cm in diameter.

I can't find anything on the Web that describes them

Any ideas?

They are also quite tough/hard and are well attached to the buoys. In the Mediterranean near Castellon, Spain.
