Is it possible to do this, and is there any benefit?

Apparently, 2,3 diphosphoglycerate right-shifts the Hemoglobin O2 dissociation curve, in much the same way that elevated H+ levels do and helps with O2 delivery at the cellular level.

Any safe, simple way to raise the concentration of 2,3 diphosphoglycerate in the blood (apart from raising RBC)?

Raising RBC doesn't affect 2,3-DPG. However, 2,3-DPG levels change as acclimatization/adaption to various trainings. If you train exhale statics (stimulating right shift of curve), or inhale statics (stimulating left shift or curve), or go to altitude (stimulating right shift of curve), in each case your 2,3-DPG level adjusts automatically. I also heard that loading inorganic phosphate (such as you might do by drinking a large amount of coke) can temporarily affect your 2,3-DPG levels.

I guess the answer's always the same ;).
