What are these "Rumpons" (I don't know the spelling) that people in South East Asia use to attract fish? It is a bamboo raft, floating on the surface, with a line/chain down to an anchor. The fish get attracted to this thing and congregate from near surface down to the anchor (sometimes 100+ meters). They are deployed from near shore to kilometers out in the ocean.

I live on the coast and want something like this for pole spear fishing and want to know the essentials of building and deploying one.

Can't comment on the 'how' as that sounds very illegal in most parts of the world. Illegal fisherman do something similar in the Med as you can see in this video:
