Signalling Underwater when running out of air !!

It can take a long time to get an up-to-date response or contact with relevant users.
The blood pressure drop would apply to all but if you are starting with a normal blood pressure there are less chances you'll get in trouble because of blood pressure drop, especially if you are a bit careful and not do things like stand up as soon as you come up etc.

Do you think everyone should be doing hook breaths for recovery or only if there's a BP problem? Is there any downside to doing them?

For no good reason I am following the mentality that I don't need to hook breath as my BP is not low and I never had an issue but maybe I am not right in this.

Hook breath can prevent a blackout when the cerebral PaO2 drops below/around the safe threshold. It does not really matter what your BP initially was. What is important is the level of hypoxia and the BP after surfacing. In most cases the hook breath is not needed, but in those cases when it can help, you won't be able to use it (due to linited rational thinking under hypoxia) unless you are drilled to do it automatically.
