What is the best location? Thinking of 1.30 max 2 hour drive. I know that maybe is going to suck but is only for the weekends when time is scarce (most of them anyway..).

How about Brighton, Bognor Regis - or anywhere in between (there is at least one notable location in between but its name escapes me currently). You might consider hooking up with the London International Club and/or the British Spearfishing Association [see their respective websites] as both are quite active in that area. Forum member KWM - Kevin - may be able to help you further.
I am just about to join the LIC myself and have been told Brighton peer is a good place every now and then. Not actually been in the water there myself but I am up for trying it.
