Spearfishing in Micronesia

I'm heading over to Yap Island, Micronesia to do some diving work. While over there I'd like to get in a bit of spearfishing. Anyone know what my options are? I know that the waters are owned by the different chiefs so I can't just go anywhere. I'm not even sure if they let others come and fish their waters as they seem to be fairly depleted already. Also what could I expect to catch if I am able to spear over there? Any information would be greatly appreciated.
