I would be VERY surprised if they died from a bacterial infection caused caused by a water borne microbe found in tap water... The amount of highly pathogenic organisms hiding up your nose is infinite. The nasal mucosa will be only infiltrated in certain conditions by certain pathogens.
They might have picked up the scum around a tap which may have contained something very horrible but I doubt it was from the water itself as we have amongst the safest drinking water in the world. The last case of water contamination I heard was a type of amoeba that lives in sheep causing problems in Wales.
1 freak case.... Neti pots are safe IMHO when use correctly
Edit: The only two deaths I could find referring to Neti pots were caused by amoeba, poor sods. Horrible way to go
