minimum safety for sea training

I live by the sea and I would like to put together a team of fellow freedivers (in Greece) for training. What is the minimum setup that I should prepare in order to have a safe training session. The location is at swimming distance from the shore.

My initial guess is that I need a buoy (+ rope and weights) and our personal equipment. Is there anything else to look out for?

might be useful to bring a small diveknife as a safety if you ever encounter fishing lines etc.

Lanyard is very desirable in case of low visibility or significant depth, because it is the last chance for safety to pull a freediver to the surface.

I dive alone exclusively, both spearing and CNF and I would never, ever, ever, ever dive without a knife, it is simply a MUST have for me, I would rather have it and not need it than need it and not have it. I would suggest that the safety procedures figure in the least able swimmers ability and the distance from shore reflects this. Just because you can swim a certain distance doesn't mean someone else can, even if their a good freediver don't assume swimming ability and I would suggest that the swimming distance to the dive site should be doable without fins
